A) Øvingsoppgave A

1. a) Skriv en to-siders evalueringsrapport om det du har observert ved valget i Elektoria.
1: Evaluér på bakgrunn av valgloven.
2: Evaluér på bakgrunn av OSSE's 7 alminnelige prinsipper.

b) Redegjør avslutningsvis for om noen av de observerte avvik kan karakteriseres som mulig valgfusk.

2. Skriv en èn-siders liste over anbefalinger (recommendations) til Elektorias valglov. Denne skal skrives på engelsk.

3. Med bakgrunn i Lithauens valglov, lag et to-siders rapporteringsskjema til bruk under en korttidsobservasjon. Dette skal skrives på engelsk.
Valgloven kan bl.a. finnes under ressurser på Kark.

B) Øvingsoppgave B

Question 2. (Write about 1500 words on this part.)

Imagine the following situation: You have arrived as an election observer in a country. Three days prior the elections a bomb explodes at a market place in a provincial city near the regional offices of the election commission. Two people are seriously wounded and five people lightly wounded. All of them passers-by at the marketplace.

Consider the following three contexts:

1. A country like Latvia, where five peaceful elections have already taken place after the collapse of the Soviet Union.
2. A country like Cambodia, where the elections are organised by the United Nations as part of an attempt to stop an ongoing civil war.
3. A country like Colombia, where there has been long negotiations between the government and the guerrilla movement, and where both sides have gone far in trying to diffuse a violent situation in order to enable elections to take place.

Question A: In your opinion, should the election observation mission continue? Discuss the answer within each of the contexts.

Question B: In your opinion, would it be possible in the evaluation report to consider the electoral process to be reasonably free from intimidation under these circumstances? Evaluate this within each of the contexts.

Question C: Is it possible to conclude that there are general rules independent of context?
